Known for its very well-run medical marijuana programs, Maine has been slowly preparing itself for full-on legalization. With an estimated 16.24% of residents 12 and older having smoked pot at least once in 2012, which is the seventh highest rate in the county. In 2013, Portland, Maine voted to Legalize Cannabis possession of small amounts of the drug for adults. The state legalized medical marijuana in 1999 during a state ballot initiative after receiving 61% favorable votes. 2016 looks to be the year where it is legalized across the board.
